Community Assistance

SPC’s Community Assistance Program encompasses several community development initiatives, including Broadband Outreach and Aggregation, LTAP, MTAP, Municipal Outreach, and the new  Energy Savings Program.

SPC’s Community Assistance initiatives are carried out through direct contact with elected and appointed municipal officials.  This municipal outreach is the starting point for all of SPC’s Community Assistance programs.  Through various venues and methods, SPC staff is eager to discuss any municipal issue, initiative, or concern from our local communities.  The Community Assistance staff at SPC is experienced in many facets of community development and is a valuable resource to help guide our region’s municipalities find the assistance they need.  Whether the service is technical or financial, provided by our in-house staff or by referral, SPC is ready to assist your community.

Broadband Outreach and Aggregation

The Pennsylvania Telecommunications Act 183 created The Broadband Outreach and Aggregation Fund (BOAF), which is a vehicle whereby SPC will develop outreach programs concerning the benefits, use and procurement of broadband services, as well as aggregating customer demand in communities without service. eCommonwealth

Telecommunications infrastructure is critical for long-term economic growth, business attraction, job creation and retention, and a high quality of life. The eCommonwealth Program was established to educate communities in the importance of broadband access in economic vitality. [ more ]

Energy Savings Program

SPC’s Energy Savings Program seeks to enable local municipalities to more efficiently allocate their utility budget resources through an initial utility bill analysis.  There are many organizations that might be paying too much for these utilities, consuming valuable resources that could be better used to provide goods and services to customers and constituents.  Through several state programs, SPC is able to help these organizations perform energy audits and analyze potential savings.  We also can help these organizations implement cost saving measures by bringing them together with funding streams dedicated to this effort.  SPC seeks to partner with any organization looking to be more competitive in the post de-regulation era. Local Technical Assistance Program (LTAP)

SPC serves as the regional coordinator for the Pennsylvania Department of Transportation’s (PennDOT) Local Technical Assistance Program. The program offers free training and technical assistance from experienced engineers and instructors on various road maintenance and safety issues.  [ more ]

Municipal Technical Assistance Program (MTAP)

MTAP is a program administered through SPC to provide computers and technical assistance to local governments by assisting municipalities with purchasing computer equipment, Internet access, and web site development, as well as helping municipalities meet their training needs. Grants are available to assist municipalities with these expenses. [ more ]
