SPC’s Community Assistance Program encompasses several community development initiatives, including Broadband Outreach and Aggregation, LTAP, MTAP, Municipal Outreach, and the new Energy Savings Program.
SPC’s Community Assistance initiatives are carried out through direct contact with elected and appointed municipal officials. This municipal outreach is the starting point for all of SPC’s Community Assistance programs. Through various venues and methods, SPC staff is eager to discuss any municipal issue, initiative, or concern from our local communities. The Community Assistance staff at SPC is experienced in many facets of community development and is a valuable resource to help guide our region’s municipalities find the assistance they need. Whether the service is technical or financial, provided by our in-house staff or by referral, SPC is ready to assist your community.
2006 Updated Municipal Secretary Desktop Reference Manual
The manual is designed to assist the local government secretary in the performance of everyday as well as periodic duties. Municipal secretaries, with varied levels of experience, suggested that this tool would be a great asset to novice secretaries as they find their way, as well as to the veteran who continually improves her/his proficiency. Studying and adopting the various techniques, forms and other information presented in this manual, which address the responsibilities of the position, will help to supplement and reinforce the skills and capabilities of the municipal administrator who will become a more valuable asset to the governing body she/he serves.
2007 Standards for Effective Local Government
This is a self-assessment manual, in a workbook format, which covers the basic functional areas of local government. Each functional area provides sets of standards local governments can use measure performance.
Local Technical Assistance Program (LTAP)
SPC serves as the regional coordinator for the Pennsylvania Department of Transportation’s (PennDOT) Local Technical Assistance Program. The program offers free training and technical assistance from experienced engineers and instructors on various road maintenance and safety issues. [ more ]
Municipal Technical Assistance Program (MTAP)
Municipal Technical Assistance is a program designed to use SPC staff expertise to provide technical assistance to municipalities. Technical assistance can be provided in many forms, such as grant assistance, acquiring Census data, or working with a municipality’s hired consultants to meet their needs. This assistance is provided upon inquiry.
