Transportation Alternatives Set-Aside Program

In December of 2015 the Fixing America's Surface Transportation Act (FAST) was passed, renaming the previous "Transportation Alternatives Program" to the "Set-Aside of the Surface Transportation Block Grant Program". For clarity, the current program is referred to as the "Transportation Alternatives Set-Aside or TA Set-Aside" program. The Transportation Alternatives Program was introduced in 2012 by section 1122 of the Moving Ahead for Progress in the 21st Century (MAP-21) Act and is codified at 23 U.S.C.  Sections 213(b) and 101(a)(29). The TA Program combined a number of previous stand-alone programs, including Transportation Enhancements (TE), Safe Routes to School (SRTS), Scenic Byways (Byways) and the Recreational Trails Program (RTP).

The TA Set-Aside Program provides funding for programs and projects defined as transportation alternatives, including on and off-road pedestrian and bicycle facilities, infrastructure projects for improving non-driver access to public transportation and enhanced mobility, community improvement activities, and environmental mitigation; recreational trail program projects; safe routes to school projects; and projects for planning, designing, or constructing boulevards and other roadways largely in the right-of-way of former Interstate System routes or other divided highways.

Eligible types of projects under the TA Set-Aside include:

  • Bicycle and Pedestrian Facilities
  • Safe Routes for Non-Driver Projects and Systems
  • Construction of Turnouts, Overlooks and Viewing Areas
  • Pedestrian, Indiana County

    Vegetation  Management
  • Preservation, Rehabilitation and Operation of Historic Transportation Structures and Facilities
  • Preservation of Abandon Railway Corridors for Pedestrian and Bicycle Trails
  • Inventory and Control of Outdoor Advertising
  • Archeological Activities
  • Environmental Mitigation

Entities that are eligible to receive TA Set-Aside funds include:

  • Local governments;
  • Regional transportation authorities
  • Transit agencies;
  • Natural resource or public land agencies;
  • School districts, local education agencies, and schools;
  • Tribal governments;
  • Nonprofit organizations that oversee the administration of local transportation safety programs (all other nonprofits are ineligible); and
  • Any other local or regional governmental entity with responsibility for oversight of transportation or recreational trails that the State determines to be eligible, consistent with the goals of subsection (c) of section 213 of title 23
