About Government Procurement

SPC’s Government Procurement Assistance program helps hundreds of companies in the region with their efforts to market to and contract with federal, state and local government agencies. SPC provides one-on-one counseling and training with an emphasis on small businesses with minority, female or service-disabled veteran owners to help facilitate their participation in the government marketplace.

Procurement Technical Assistance Center (PTAC)

SPC’s Procurement Technical Assistance Center (PTAC) helps companies to enter and succeed in the world of government contracting. Along with technical assistance, SPC provides companies with immediate alerts on solicitations that are issued for their particular products or services.

On any given day there may be 2,000 or more solicitations that SPC sorts through and passes on to client companies at no charge. PTAC helps companies gain knowledge of standards and how to comply. In addition, PTAC provides the personalized technical assistance on bidding procedures and regulations that must be met when selling to the government. The one-on-one support PTAC offers is instrumental for small companies that are new to the government procurement process.

  • Publication library of the Federal Acquisition Regulations and federal agency regulations
  • Comprehensive contact lists
  • Training
  • Government e-commerce
  • Bid and proposal preparation
  • GSA Multiple Award Schedules
  • Contract histories

SPC shares a Department of Defense (DOD) Cooperative Agreement Grant with Indiana University of Pennsylvania that enables maximum effectiveness with limited resources. In 2016, the following organizations assisted in our Government Procurement Assistance program:

2016 Activities

In 2016, SPC took part in 30 programs offering opportunities for local businesses to increase sales through participation in the government marketplace. By collaborating with other business development organizations, SPC is able to provide greater service to individual businesses across the region.

Benefits to the region in 2016:

  • Counselors participated in over 500 business counseling sessions with 117 unique clients totaling more than 420 direct counseling hours, increasing their understanding of the government marketplace and the bid process to win government opportunities. 
  • Client business won government contracts with a value of over $478 million.
  • Initial inquiries were responded to from 47 companies for specific information to evaluate their potential in the government marketplace.
  • Client businesses that received government contracts in 2016 are credited with the creation or retention of 8,818 jobs in Southwestern Pennsylvania.

Success Story

Randall Industries, a certified Veteran-Owned Small Business (VOSB), located in Pittsburgh PA is a manufacturer of specialty chemical products. Their offerings include biodegradable, safe and effective products.  These products include "green" products, industrial degreasers, descalers, disinfectants, fire foam, odor control and floor products used in the industrial, institutional and janitorial industries. 

In 2001, Randall Industries began utilizing the SPC Government Procurement & Technical Assistance Center (PTAC) program for the purpose of increasing their sales and visibility in the government marketplace.  Over the years, they have done exactly that.  Randall Industries has won numerous federal and state awards with a total value of well over $7 million since joining the PTAC program.

Most recently, Gregory Spencer, Owner of Randall Industries, worked with SPC’s PTAC staff in hopes of becoming certified by the Department of Veterans Affairs as a Veteran-Owned Small Business.  SPC worked with Gregory for a number of months on the application, which can be quite cumbersome. In December 2015, Randall Industries achieved certified VOSB status from the VA.

Mr. Spencer was extremely appreciative of SPC’s efforts.  He is looking forward to pursuing future government opportunities while leveraging his new status as a certified VOSB and also hopes to obtain a GSA Schedule contract in the near future.

This procurement technical assistance center is funded in part through a PTAP cooperative agreement with the Defense Logistics Agency.
