Lillian joined the Southwestern Pennsylvania Commission in 2018 and served in a variety of roles before becoming the Director of Transportation Planning in the fall of 2024. As the Director of Transportation Planning, Lillian works to ensure transportation priorities for our 10-county region improve the overall quality of life for area residents and that state and federal planning guidelines are adhered to when developing  the Transportation Improvement Program (TIP) and Long-Range Transportation Plan (LRTP). The TIP and LRTP plan for specific short-term and long-term transportation and infrastructure projects. In her department, Lillian oversees 13 staff members that specialize in multimodal transportation, vanpooling, operations and safety, transportation demand management, trails, and other initiatives. She is focused on ensuring that our region’s transportation plans align with accessibility and equity goals. Lillian has a Bachelor of Arts degree in Political Science from Penn State University’s Schreyer Honors College, and a Master of Public Administration with a concentration in economic and financial policy from Cornell University.
