Lillian joined the Southwestern Pennsylvania Commission in 2018. As the Manager of Sponsored Program Development, she leads our organization’s development of competitive grant funding applications for local, state and federal discretionary programs. She guides our organization’s efforts on equity to ensure that our reports and programs adhere to the federal Environmental Justice requirements and Justice40 Guidance. Lillian also works to connect our counties, municipalities, and external stakeholders with funding opportunities pertaining to their infrastructure and transportation projects. Additionally, she reviews state and federal policy, laws, guidance, regulations and recommend changes to ensure that our organization’s work is both promoting and supporting the interests of the 10 county region. She has a Bachelor of Arts degree in Political Science from Penn State University’s Schreyer Honors College, and a Master of Public Administration with a concertation in economic and financial policy from Cornell University.
