Russell joined the Southwestern Pennsylvania Commission in 2022. As a Senior Transit Planner, he is responsible for providing technical assistance to our 10 county region’s transit agencies. As part of that work, Russell provides transit service planning, station area planning, and transit-oriented development. He manages our organizations Transit Operators Committee, which brings transit operations together once a month to discuss current and future planning needs that will increase accessibility and usage of public transportation. He also supports the work that our transportation team does on the Transportation Improvement Plan (TIP) and the Long Range Transportation Plan (LRTP). The TIP plans for transportation projects on a four year cycle, and the LRTP plans for transportation projects on a 25 year cycle.
Russell has both a Bachelor of Fine Arts degree and Master of Science degree in Transportation Systems Design from Carnegie Mellon University.
