Transportation: Plans & Programs: Smart Transportation Program

SPC’s Livability Through Smart Transportation (SMART) Program

SPC’s SMART Program is intended to encourage sponsors to plan and implement strategies consistent with the policies of the region’s adopted Long-Range Transportation and Development Plan as well as local and county comprehensive plans.  A Smart Transportation project links transportation investments and land use planning to decision-making, creating transportation facilities that are safe, sustainable, responsive to the needs of all users, and support community planning goals. The program is designed to provide multimodal connections and community livability enhancements beyond traditional asset management-focused projects.

Program Objective:

The program is designed to encourage sponsors to plan and implement approaches that link transportation improvements with appropriate land use development strategies to create sustainable, livable communities consistent with policies of the region’s adopted Long-Range Transportation and Development Plan (Mapping the Future: The Southwestern Pennsylvania Plan).

In addition, projects considered for funding should advance and promote the following Regional Smart Transportation Themes:

  • Linking transportation investments and land use planning
  • Supports community goals
  • Multimodal
  • Partnering
  • Safety
  • Sustainability

SMART proposals may only be submitted to SPC through County/City of Pittsburgh Planning Departments. Partnering entities such as municipalities, educational institutions and other public bodies are encouraged to collaborate with their respective planning departments to submit proposals.

The SPC Transportation Technical Committee (TTC) will serve as the project evaluation and selection committee.
