Non-State Federal Aid System
The U.S. DOT Federal-Aid Highway Program supports state highway systems by providing financial assistance for the construction, maintenance and operations of a 3.9 million-mile highway network throughout the nation. This network of roads is commonly referred to as the “Federal Aid System” and comprises approximately 5,840 miles in the SPC region. The Federal aid system includes the Interstate Highway System, primary highways, and some secondary/local roads. Roads on this system are eligible to utilize funds from the Federal-Aid Highway Program to reimburse roadway owners for construction, operation, and maintenance projects. The overwhelming majority of the roads on the federal aid system in the SPC region are owned by PennDOT, however there is significant mileage that is not owned by PennDOT.

Purpose of the Portal
The purpose of the portal is to raise awareness of the non-state federal aid system and serve as a clearinghouse for links to resources, data/mapping, technical assistance, and asset management practices to local and county transportation planners in the region.
What does it mean to be on the Federal Aid System?
Road segments on the Federal Aid System are eligible to use federal financial assistance for the reimbursement of a portion of the expenses incurred during maintenance or operations projects. The federal highway transportation fund types available to be used on the non-state federal aid system require local match funds ranging from 0% to 20% of the total project cost.
When working on projects that utilize federal reimbursement funds, local agencies must maintain compliance with all federal program regulations and requirements including, but not limited to, transportation planning and TIP development procedures, consultant selection and contracting procedures, environmental clearance and mitigation commitments, right-of way procurement, utility relocation, design standards, detailed project management/contract compliance and quality assurance procedures. Navigating this complex process of obtaining federal aid and meeting all federal requirements can be difficult, time consuming, and costly.

Work Group Coordination (Coming Soon)
SPC will be assembling work groups, by county, with representatives of all the owners of this network in the county. These work groups may exist predominately through SharePoint/e-mail coordination to share data on conditions and needs on the non-state federal aid system.
